I have reason...I'm so happy to find this site. I have reason to believe that the first City Hall/High School (top) was built by my grandfather's brother, Frank G. Parker. He also designed the Sacred Heart Church on Marina and Willis as well as the first Courthouse on the Prescott Plaza (since demolished and replaced).
